is some evidence of attempts by Germans to collect
arms in the Dutch East Indies with a view to action
against British India. It is understood that copies of the latest correspondence are being communicated
to your Department by the Foreign Office, who have
instructed all Consuls within the
sphere of possible
operations to watch and give warning.
Mr. Chamberlain would suggest that the
Governors of Hongkong and the Straits Settlements
should be asked to report any discoveries direct to
the Government of India, and they will no doubt main- tain close touch with His Majesty's representatives
at Peking, Tokio, Bangkok and Manila.
